Summary:

ImageBackground passed aria-hidden only to its inner Image, so the children rendered in the wrapper View stayed in the accessibility tree. It already forwards importantForAccessibility to both, which is why no-hide-descendants works. This forwards aria-hidden to the wrapper View too.

Fixes #59746

Changelog:

[GENERAL] [FIXED] - ImageBackground with aria-hidden now hides its children from the accessibility tree

Test Plan:

Added a Fantom test next to the existing importantForAccessibility one, checking that both the wrapper View and the Image get no-hide-descendants. I could not run Fantom locally (no native build here); flow, eslint and prettier pass on the changed files.
