fix(ci): verify published tarballs in a retryable release job - #530
npm can accept a package while its version is still unavailable. This moves tarball verification into a separate release job, checks downloaded SHA512 integrity and the packed package name/version, then creates the combined GitHub release. A failed verification job can be retried without rerunning the publisher.
The release script finds an existing combined release by its source commit, preserves matching drafts, and prevents an older retry from replacing a newer stable release as latest. Changesets still creates its package-specific release records during publishing.
AI review notes:
Fifteen isolated and command integration tests cover delayed metadata and tarballs, rate limits, interrupted response bodies, corrupt content, wrong packed versions, authentication failures, large release histories, duplicate prevention and safe latest flags. Latest-release lookup failures stop before tag writes. The retry job configures its own Git author identity.
The normal pre-commit build, unit and seven blocking e2e gates passed. The real verification command also checked a published CLI tarball before this review delta.
The separate job supports GitHub Actions “Re-run failed jobs”. This does not change npm scanning or staging rules, or make staged versions installable before npm makes them available. The first live workflow execution remains a production follow-up.

Bug Fixes
Release publishing now verifies that packages are available and match their published integrity before creating a GitHub Release.
Existing releases for the same commit are recognized, and retrying an older release will not incorrectly mark it as the latest.
Temporary registry delays and interrupted downloads are retried; invalid package data and other unexpected errors stop release creation.
Merging this PR will not cause a version bump for any packages. If these changes should not result in a new version, you're good to go. If these changes should result in a version bump, you need to add a changeset.

Walkthrough
The release workflow now verifies published package artifacts before creating a GitHub Release. The release script checks whether a release already points to the current commit and selects the latest-release flag. The unit-test command now includes the release test files.

Summary
Verify published package artifacts scripts/verify-release-artifacts.mjs, scripts/release-artifacts.test.mjs, package.json
The verifier checks package identity and SHA-512 integrity, restricts tarball URLs to the registry origin, and retries unavailable artifacts until a deadline. Tests cover retries, integrity failures, authentication errors, invalid package data, and related cases. The unit-test command runs the release tests.
Detect releases for the current commit scripts/release-identity.mjs, scripts/create-github-release.mjs, scripts/release-identity.test.mjs
The release script resolves release tags to commits and checks for a release matching HEAD. It exits successfully for a matching published release and throws for a matching draft. It selects the --latest flag based on the request and commit ancestry. Tests cover tag matching, resolution errors, and command behavior.
Wire verification into the release workflow .github/workflows/release.yml
The release job exports publication status, package names, and dist-tag decisions. When publication occurs, verify-release checks the packages before configuring Git authentication and creating the GitHub Release.

- Line 108: Configure a Git committer identity in the verification job before
the release step; gh auth setup-git configures authentication but does not
provide the identity required by git tag -a in create-github-release.mjs.
- Line 114: Update the release flow using LATEST_FLAG so a retry checks for a
newer stable release before creation and passes an explicit false latest setting
when one exists; ensure the release creation argument handling preserves that
explicit value instead of discarding it.
Review comments at @scripts/create-github-release.mjs:
- Around line 69-71: Update the `execFileSync` call in the `releases` lookup to
handle responses larger than Node’s default buffer limit, either by setting an
appropriate `maxBuffer` or by reading paginated responses without buffering the
full history; preserve the existing JSON parsing and release lookup behavior.
Review comments at @scripts/verify-release-artifacts.mjs:
- Around line 51-53: Update the metadata response handling after fetchAvailable
so errors from the .json() body read are converted to NotAvailable, allowing
verifyReleaseArtifacts to retry them within its existing retry window; add a
test where the first metadata response has an errored body and the next
succeeds.
